4.5.2 A Proposed Process to Implement an Archived Data User Service for CHART II

MDSHA personnel have established a CHART Working Group consisting primarily of operations staff from other agencies within Maryland and from neighboring jurisdictions who are likely to be impacted by (and have a stake in) the operation of the CHART system. One of the main objectives of the CWG is to solicit ideas regarding the functionality of the CHART system from the perspective of improving each jurisdiction’s ability to manage traffic. One of the important features and accomplishments of the current CHART system has been the genuine team work and lowering of institutional barriers among divisions within MDSHA, with law enforcement agencies, and with the emergency service providers. This effort at intra- and inter-agency relations has significantly strengthened the technical integration of the CHART system. That outreach by MDSHA has primarily been an internal one at the state level of government. The CWG that will be associated with CHART II will primarily be an external outreach to other levels of government and to neighboring States – a focus on intergovernmental relations. We anticipate that an institutional hallmark of CHART II will be this outreach and cooperation with local jurisdictions within the State and with other States on the combined ability to manage traffic and intermodal transportation.

While all of this outreach to the other operators is essential and necessary, it is not seen as being sufficient with respect to establishing an Archived Data User Service capability; that is, because a much broader set of stakeholders is involved. The draft Basic Requirements for an ADUS stresses, in several ways, the critical importance of opening up participatory discussions with appropriate stakeholder groups. The draft report also notes that the number of stakeholder groups with an interest in the ADUS is much larger than that for any other of the 30 currently specified User Services. We are proposing that in order to have an effective outreach to stakeholder groups who would be interested in an ADUS and which are primarily not traffic operations oriented, a process be set up during the implementation of CHART II to create an on-going Archived Data Work Group (ADWG). Such a working group would be parallel to the established CWG. While it is possible that there will be some overlapping of membership, the proposed ADWG members would likely come from planning, programming, or regulatory agencies at the local, state, and regional levels.

The CSC/PBFI Team anticipates that MDSHA staff will identify and initiate contacts with potential ADWG participants.

The CSC/PBFI Team is proposing that we will take an active role to assist MDSHA staff in an ongoing basis in tasks such as convening group meetings, arranging for agenda items, facilitating brainstorming and issue resolution oriented discussion, as well as taking a proactive outreach role in identifying the needs, concerns, and perspectives of this broad array of stakeholders.

The CSC/PBFI Team has a number of individuals who are well qualified and experienced in facilitating group processes such as this one. We are also knowledgeable of (1) ITS system and implementation issues in general, as well as (2) particular local, state, and regional data needs for planning, programming, and operations.

Our team believes that the approach taken in this CHART II design, to be attentive to the draft ADUS and outreach to the identified other agencies, has probably already provided for meeting a large proportion of the needs of stakeholders of the proposed ADWG. Nevertheless, the ADWG is proposed so as to provide an institutional structure by which the various stakeholders can assure for themselves that (1) their concerns and needs have been heard, (2) they have already been addressed in the CHART II design, or (3) the design implementation is being adapted to meet any small remaining proportion of their needs and concerns that may not yet have been addressed. To be effective, through the implementation phase of the CHART II design, the ADWG should meet monthly. After completion of the implementation phase, perhaps quarterly meetings would suffice. We believe that this proposed non-operators outreach, intergovernmental coordination activity will also become an institutional hallmark feature of CHART.

4.5.2.1 Major Issues to be Addressed in Implementing an Archived Data User Service

This proposed ADWG feature of the CSC/PBFI Team’s CHART II design is for an institutional structure – a "hardware" recommendation so to speak. The following identification of likely major issues is analogous to the "software" part of this institutional structure proposal. The recent report on ITS as a Data Resource, indicated that successful implementation will require resolution of many difficult institutional and technical issues. A total of sixteen such issues are identified, including: development, operation, and maintenance costs; system access; ownership; data quality; data management; data and communications standards; privacy concerns; data analysis; coordination with other data collection efforts; liability; confidentiality of privately collected data; incremental and uncoordinated ITS deployments; retrofitting vs. new development of systems; data flows not defined by the National ITS Architecture; conformance with metric conversion standards; and training and outreach. We propose that the ADUS as well as the CWG be used as forums in which participating stakeholders can raise such issues and provide input to their resolution by CHART and MDSHA staff.
